The young man, who was born in Newberg, Oregon, and is currently a senior at nearby McMinnville High School, was driving his father’s car at around 12:30 p.m. when Immigration and Customs Enforcement (ICE) officers stopped the vehicle, according to Oregon Live, who spoke with his brother.

It unfolds as the Trump administration continues plans for what it describes as the largest deportation operation in U.S. history under the Republicans’ aggressive mass-deportation agenda. While the effort is aimed at removing people living in the country without legal status, cases have emerged in which U.S. citizens and legal residents have been swept up in immigration raids, raising concerns among Latino communities and advocates.

The 17-year-old's older brother shared footage with Oregon Live in which the McMinnville High School student informed the officers that he is a U.S. citizen.
The outlet reported that the suspect told federal agents that he is a U.S. citizen before an officer responded, "Get out of the car" and "I don’t care." The suspect's brother told Oregon Live that the officer then broke the driver’s side window and detained the teen.
McLaughlin told Newsweek in a statement: “On November 21, U.S. Border Patrol agents in Yamhill County were being followed for several miles by a blue Chevy Tahoe. A second vehicle, a Ford F-150 truck, showed up on the scene and colluded with the Chevy Tahoe to barricade the agents, preventing their movement and obstructing them.
“Border Patrol called for urgent assistance from ICE officers. When ICE officers arrived, the Ford F-150 fled the area. USBP and ICE officers approached the Tahoe, ordered the occupants out, and arrested the driver, identified as Isaias Eduardo Soto Elias, a 20-year-old U.S. Citizen, for impeding federal law enforcement officers.
"Shortly after, another team located the Ford F-150 and arrested the driver, identified as 17-year-old U.S. citizen, also for impeding federal law enforcement officers. Both individuals were transported to the ERO Portland office for further investigation and federal prosecution for impeding federal law enforcement officers.
The 17-year-old was released shortly before 7 p.m. Friday, according to Oregon Live.
McMinnville School District Superintendent Kourtney Ferrua notified parents in a letter after learning of the off-campus detention, confirming that a student was taken into custody during lunch. Ferrua emphasized that the district does not share student information with immigration authorities without a court order.
"Our goal is to keep our schools running as a safe and predictable routine, which is in the best interests of all of our students," added Ferrua in his letter.
ICE and U.S. Customs and Border Protection (CBP) have conducted similar large-scale operations in other Democratic-leaning states, including California, Illinois, and Oregon, as part of the Trump administration’s plans for widespread immigration enforcement and deportations. Under this program, federal immigration agents have received expanded authority, including the ability to conduct enforcement actions in or near sensitive locations such as schools.

McLaughlin added in her statement: “This incident is not isolated and reflects a growing and dangerous trend of individuals using cars to impede and obstruct law enforcement officers. Our law enforcement is facing a 1000% increase in assaults against them as they arrest and removing dangerous criminals from the U.S. Anyone who impedes, obstructs, or assaults a federal officer will be prosecuted to the fullest extent of the law.”
Ferrua wrote in a letter to parents: "We care deeply about our students and their safety. The experience of an emotional event such as this one can have an impact on all of our students."
